Why the map don't appear in wet or milestone county ?

Probably because Wc and Mc are mapped island not the orignal ones, so your map doesnt have any info about them.
I can be wrong !

They are on stock radar though, because its gangzones. Maybe the GTA5 hud doesnt pick gangzones.

dk22pac gta v hud doesnt support the gangzones, wait until the mod will be updated by him then maybe it works.

It does support gangzones in SP on the radar, but doesn't in SAMP. It does supports gangzones in both SP and in SAMP when you hit esc and go into map.
But yeah, it's not server problem, it's the mod itself.

Well, I realized the icons are messed up with this icon set (truck icon for car dealer, bus icon for truck depots, etc.) so I made a mix from two icon sets:
