Some changes about the COP system

Hello,
I was riding on my way to the ferry. Suddenly i just was standing there waiting for the ferry and a cop came by and gave me a ticket. i didn't know why i need to pay an ticket. so the cops chould need to say why and not just came by here pay this ticket and then leave thats not the way cops are ment to be! make a realistic and better cop system!! any help with that i love to help because on some ways this is not fun anymore to play with those cops!!

You were obviously caught speeding or driving on the wrong side of the road to get fines. A cop comes and gets them from you regardless.
Some cops fine you and leave, me personally, i fine and wait until they pay, then leave.
The system has been like that (i assume) since the cop system was ever added.
