Neon for cop cars, well that would be cool. But super cop achievement thing is not good, as you get ability to paint cop cars using that. Those who don't have achievement will not be able to use it, and neon lights means for all.

cop achievement gives you the ability to tune your cop car, whether its paint, wheels or NOS, so this is suggested but if you add it on a cop car you would need the cop achievement since its a 'tuned' element like wheels or paint.
