When I am about to open the map, game crashes, I just installed the game. No mods added

But does it say anything when your game crashes?

Turn off ledgend. Its likely the single player icons that are crashing you since they aren't there.

Pause game > options > display

try to reinstall the game (even it is without mods just reinstall) and then after uninstalling the game delete the gta san andreas user files folder from my documents and then install the game and reply your answer "still not fixed, or fixed".
